Professor Ioannis Theotokas

Principal Investigator

Ioannis Theotokas is Professor of Maritime Business Administration. He studied at the University of Piraeus (Department of Economics) and received a PhD in Maritime Business Administration from the Department of Maritime Studies of the same university. His research interests focus on issues related to Maritime Business Administration, Business Strategy and Human Resource Management in shipping. He has participated in a significant number of European and national research programs and studies (KNOWME, CAPTAINS, MELES, INNOSUTRA, RURAL eGOV, SLIM-VRT).

From September 2015 to February 2017 he served as Secretary General of the Ministry of Shipping and Insular Policy and from April to September 2015 he served as Deputy Secretary General of the Ministry of Economy, Infrastructure, Shipping and Tourism.

Professor Emeritus Constantinos Chlomoudis

Project Team Member

Professor Emeritus Constantinos Chlomoudis holds a PhD in Economics from the University of Macedonia, 1991, and a Bachelor of Science in Business Administration from the University of Piraeus, 1984. From the academic year 2017-18 until 2020, he served as Dean of the School of Shipping and Industry of the University of Piraeus. With a scientific subject of Economic Analysis-Port Economics, from February 1992 to the present, he has been a faculty member of the University of Piraeus, in the Department of Maritime Studies.

From December 2014 until 2020, he served as a member of the Board of Directors of the Ports Regulatory Authority. From May 2010 to June 2011 he served as President and CEO of ILPAP S.A. and from June 2011 to September 2013 he served as a member of the Board of Directors of the Athens Urban Transport Organization (OASA). From May 2001 to June 2004 he served as President-General Manager of the Hospitals of the Ionian Islands Region.

Associate Professor Petros Pallis

Petros Pallis holds a PhD from the Department of Maritime Studies, University of Piraeus. He holds an MBA from the University of Wales, United Kingdom and a Master’s degree in Banking from the Hellenic Open University. He is also a graduate (degree) from the Department of Economics, University of Piraeus. Currently, he is Associate Professor at the Department of Shipping, Trade and Transport, University of the Aegean.

He has been working in the private sector since 2003 in senior and top management positions.

Dr. Theodoros Styliadis

Theodore Styliadis is a Transport Economist, specializing in the thematic fields of liner shipping and terminal operations, port management and organization as well as on issues related to port governance and regulation and port sustainability.

He holds a PhD from the Department of Maritime Studies of the University of Piraeus, an executive postgraduate degree (MSc) in Maritime Economics & Logistics from the Erasmus University of Rotterdam, Netherlands and a Bachelor’s degree (BSc) in International and European Economic Relations from the Democritus University of Thrace, Greece. With his academic capacity, Theodore is a member of the research laboratory of integrated port economics and management, taking part in several international conferences presenting his papers, six of which have been academically published. In parallel, in his business capacity, Theodore is an Economic Advisor and a Research Analyst, with a diverse and ever-growing working experience, ranging from being a consultant to public and private bodies and initiatives, to conducting research and developing proposals for European and domestic projects such as the HFRI’s (Hellenic Foundation for Research and Innovation Research|) funded project “PortLink”. Currently, he is a lecturer - Academic Fellow (Teaching Fellow) at the University of Piraeus, in the Department of Maritime Studies in the course “Environmental Management in Ports” as well as a Management Consultant and a Research Analyst, in OASA S.A (Transport for Athens) and POLINDE Consulting Engineers, respectively.

Kriton Valleras

Member Name

Mr. Kriton Valleras is a scientific associate in port planning and policy. He began his professional career as a nuclear engineer (B.Sc., Yale University, M.Sc., Columbia University) in the USA, dealing not only with technical issues but also with financial sustainability and project management in the energy sector.

He has significant experience in the field of Port Policy, given that in the period 2010-2019 he served as Advisor to the General Secretariat of Ports and Port Policy of the Ministry of Shipping & Island Policy.

PhD Candidate Tozidis Markos

Member Name

Markos Tozidis is a Maritime Economist, specializing in the thematic fields of port concessions, as well as on issues related to port governance and regulation and port sustainability.

He is a PhD candidate at the Department of Maritime Studies of the University of Piraeus, a postgraduate degree (MSc) in Shipping Management from the University of Piraeus, Greece, and a bachelor’s degree (BSc) in Economic Science from the University of Thessaly, Greece. Mark is a Research Analyst, for European and domestic projects.

Professor Petros Κostagiolas

Petros Kostagiolas is Professor of “Information Services Management”, Department of Archives, Library Science and Museology, Faculty of Information Science and Informatics at Ionian University, Corfu, Greece. He holds a Ph.D. in the field of Quality and Reliability Management from the University of Birmingham, U.K. and he has published his work in leading international journals and conference proceedings.

Professor Panos Kourouthanassis

Dr. Panos Kourouthanassis is Professor of Information Systems and Electronic Business at the Department of Informatics, Ionian University, Corfu, Greece. He has also served as visiting lecturer to the Athens University of Economics and Business, the Hellenic Open University, and the University of the Aegean.

He is currently Director of the Information Systems and Databases Laboratory (ISDLAB) of the Ionian University, Director of the Masters Programme on Digital Services and Innovation provided by the Department of Informatics of the Ionian University, and Vice President of the Department of Informatics, hosted at the Ionian University. His main research interests lie in the fields of electronic business, electronic entrepreneurship, and information systems management. He has published in leading international scientific journals and conferences (including the Journal of Strategic Information Systems, the Journal of Business Research, Expert Systems with Applications, Information and Management, the Journal of Travel Research, and the Journal of Information Technology). He is also the Associate Editor of the international scientific journal Frontiers in Blockchain that publishes research in the field of distributed ledger technologies. He is also member of the scientific committees for the organization of the most important conferences in the field of information systems (such as the European Conference on Information Systems and the Mediterranean Conference on Information Systems). His research work has generated more than 2,000 citations. Dr. Kourouthanassis has extended research and consulting experience. He has participated as project manager/ lead researcher in more than 40 innovative research and development projects funded from national and European resources. Moreover, he was the principal investigator in a plethora of consulting studies in the fields of financial technologies (fintechs), digital organizational transformation, electronic supply management, and public services digitization. His current research explores the disruptive potential of emerging technologies (e.g., artificial intelligence and Blockchain technologies) as drivers for innovation and entrepreneurship. Dr.Damigos graduated in 2004 from the Department of Applied Mathematics, University of Crete, and holds a Ph.D. in Electrical and Computer Engineering from the National Technical University of Athens (2011). In 2011, he joined the Open University of Cyprus as Member of the Associated Educational Staff (Master’s Program in Information and Telecommunication Systems).

Dr. Eleftherios Kalogeros

Eleftherios Kalogeros has been a member of the Laboratory Teaching Staff of the Department of Archives, Library Science, and Museology at the Ionian University, Corfu, Greece since December 2009. His academic expertise lies in the digital data, information and knowledge management in cultural contexts. He is also a member of the Research Laboratory, “Laboratory of Digital Libraries and Electronic Publishing”, in the same academic department.

He holds a Bachelor's degree in Computer Science and Telecommunications from the National and Kapodistrian University of Athens (2004), a Master's degree in Computer Science specializing in Computer Networks and Communications from the Department of Informatics at the Ionian University (2011), and a Ph.D. in Computer Science and Informatics from the Department of Archives, Library Science, and Museology at the Ionian University (2022). His dissertation focused on "Data and Knowledge Management in Cloud Computing Environments."
His research interests include topics such as the Semantic Web, linked data, knowledge representation, metadata, conceptual models, big data processing, digital libraries, and information systems for libraries, archives, and museums, among others.

PhD Candidate Anastasia Κonstantinou

Anastasia Constantinou holds a degree in Archives and Library Science from the Ionian University. She also holds two master’s degrees in “Administration of Cultural Organizations” from the Hellenic Open University and in “Management and Promotion of Cultural Information” from the Department of Archives, Library Science and Museology of the Ionian University.

In addition, she is a PhD candidate in Information Science (Investigating Information Needs and Information Seeking Behavior of Maritime Students for the development of Information Literacy programs) and currently works as an administrative employee at the Ionian University in Corfu. Previously, she held the position of Researcher-Statistical Consultant for 12 years at the company Quantos S.A based in Athens.
She has also contributed to a study entitled “Corfu Coastal Area: Arts, Professions and Traditions from the Maritime History of Corfu” based on the project “Development and Exploitation of Port Museums as Natural and Cultural Heritage Sites – MUSE Greece Italy 2014 - 2020”, as well as to other projects related to digital management and the creation of electronic databases. Her research interests include information literacy, information behavior and management issues in information science.

PhD Candidate Angeliki Economou

Angeliki Oikonomou works as a librarian at the University of Piraeus Library. She holds a bachelor degree in Librarianship of the Department of Library Science and Information Systems from Technological Educational Institute (TEI) of Athens.

She holds a MSc degree in "Library Management and Organization with an emphasis on New Information Technologies" from the Department of Archives and Library Science of the Ionian University and a MSc degree in "Digital Culture, Smart Cities, IoT and Advanced Digital Technologies" from the Department of Informatics of the University of Piraeus. Currently, she is a PhD Candidate at the Department of Archives, Library Science and Museology of the Ionian University. Assistant Professor Charalampos Platias

Charalampos Platias is Assistant Professor at the Panteion University’s Department of International, European and Regional Studies (Athens/Greece). He specialises in the fields of European integration and European policy and governance with emphasis on environmental policy and sustainable development.

He holds a PhD in Political Science (European Integration, Policy and Governance) from the University of Bonn (Rheinische Friedrich-Wilhelms-Universität Bonn, Germany) and a University Degree in Political Science & International Studies from Panteion University of Social and Political Sciences He previously held the position of Director for Port Policy (2018-2019) and Head of the Port Policy Unit (2013-2018) at the Ministry of Maritime Affairs & Insular Policy of the Hellenic Republic, General Secretariat of Ports & Port Policy, where he had been working as member of the scientific staff, with expertise in European & international port policy issues since 2003.He is the author of three books, the first on EU regional policy, the second on EU environmental policy (co-authored with Prof. Grigoris Tsaltas) and the most recent one on policy and governance issues of EU environmental policy and sustainable development (2016), and he has co-edited a book on the Union for the Mediterranean (UfM). He has also published several academic papers and book contributions on many different topics, inter alia EU and international environmental policy and sustainable development, but also EU transport policy and ports, maritime spatial planning and participated in numerous relevant conferences and 3 research projects. From 2002 onwards, he has been Associate Member of the European Centre for Environmental Research and Training at Panteion University and, in this capacity, he planned and conducted research projects, conferences and events, as well as interdisciplinary summer courses on sustainable development and the environment. He was a member of the Peer Review Group of the EU co-financed TEN-T/Horizon 2020 Actions “Monitoring and Operation Services for Motorways of the Sea” (2011/2012), “Business to Motorways of the Sea” (2014/2015), “Multidimensional, integrated, risk assessment framework and dynamic, collaborative risk management tools for critical information infrastructures” (H2020, 2016/2018) and the “PIXEL - Port IoT for Environmental Leverage” (H2020) and participated as indipedent expert in the evaluation procedure within the framework of the 3rd Call for the Hellenic Foundation for Research and Innovation Research (HFRI) Projects to support Postdoctoral Researchers. Associate Professor Vasiliki Karageorgou

Vasiliki (Vicky) Karageorgou studied Law at the Law School of the Aristotle University of Thessaloniki and then obtained a Master’ s degree (Magister Legum) in Public Law from the University of Cologne. In 2002 she completed successfully her PhD in Εnvironmental Law in the University of Cologne.

After her return to Greece, she worked as a Legal Advisor to the Greek Deputy Minister for Environment and as a Consultant to the United Nations Environment Programme-Mediterranean Action Plan (UNEP-MAP). She also worked as a Senior Investigator in the Greek Ombudsman for five years. Since 2010 she teaches European Environmental Law and Policy, International Environmental Law and Policy and International Environmental Governance in the context of the Mediterranean Sea at the Department of International, European and Area Studies of the Panteion University of Social and Political Science (2010-2015 as Lecturer, 2015-6/2022 as Assistant Professor, 7/2022- Associate Professor). She is also working as an expert and lawyer on issues concerning the EU and Greek National Law. In this capacity, she has consulted local authorities and public law legal entities Green Fund) with regard to issues cornering the national and EU environmental law. Her research interests focus on EU and National Environmental Law also in interrelation with the International Environmental Law, specific aspects of EU Administrative Law (judicial protection, transparency), EU Climate Law.
She is author of four monographs, while she has also published extensively on issues relating to EU and National Environmental Law both in greek (journals and books) and in english. She is a Member of the Avosetta Group of the EU Environmental Law Professors and of the Executive Board of the Greek Association of Environmental Law.

PhD Candidate Dimitrios Banousis

Dimitrios Banousis is environmental and marine policy expert specialized in terrestrial and maritime spatial planning. He is graduate engineer in Spatial Planning, Urban Planning and Regional Development, holder of M.A. in International, European and Area Studies and PhD (c). He has more than 15 years of professional experience.

He is the co-founder of M-SQUARE CONSULTING, a private company focusing on contributing to the development of its clients by planning their activities and investments.
Furthermore, he is currently providing technical assistance and consultancy on environmental issues to the National Contact Point for the European LIFE Programme and the Green Fund.
He has been an expert on environmental issues in the Greek LIFE Task Force (GRLTF). GRLTF is a LIFE (LIFE14 CAP/GR/000003) Capacity Building project with the coordinating beneficiary the Green Fund and co-beneficiary the Ministry of the Interior.
For 9 years he has been the expert consultant of the Environmental Association of Municipalities of Athens & Piraeus, which is the biggest Greek local government entity, emphasizing in providing environmental services to its 19 Municipalities – members. With international experience he has been project manager and scientific associate in a number of National and EU financed projects.
His research interests focus on spatial planning, EU environmental and maritime policy. He is having a multidisciplinary academic background with strong focus on planning and environmental issues, covering aspects of both technical and theoretical approaches. Having obtained his diploma in the Polytechnic School of Spatial Planning & Regional Development decisively influenced his later academic course, which has in one way, or another always been connected with planning and environmental policies and initiatives. At first, he focused on terrestrial spatial planning and continued by shifting his research interest from the terrestrial to the marine environment from a spatial perspective. In this context he obtained a MA in International, European and Area Studies by investing in planning and conducting a relevant thesis. Furthermore, he upgraded his academic research approach on a PhD level by focusing on planning in a regional sea scale. His thesis is entitled: “Driving forward the Integrated Maritime Policy by launching planning processes. The transboundary dimension of Maritime Spatial Planning in the Adriatic & Ionian Macroregion”
In this context he has been awarded with a fellowship by prestigious institutions (SÖDERTÖRN UNIVERSITY OF STOCKHOLM, ITALIAN NATIONAL RESEARCH COUNCIL and JEAN MONNET EUROPEAN CENTRE OF EXCELLENCE of the UNIVERSITY OF ATHENS) in order to participate in training schools in the fields of spatial planning, environmental and maritime policy.
From 2009-2012, he was a Member of the Standing Committee of Environment and Sustainable Development in the Technical Chamber of Greece. The Committee is Chamber's responsible scientific tool for environment and sustainability related issues.

Postgraduate Student Marianna Dimopoulou

Maria Anna Dimopoulou is a post-graduate student at the International and European Law and Governance Master’s Program of Panteion University’s Department of International, European and Regional Studies (Athens/Greece).

She is currently conducting a study for her master thesis under the title “Offshore wind farms and Marine Protected Areas: a multi-criteria assessment and decision-making scheme based on biodiversity and social acceptance “. She holds a bachelor’s degree from the Department of International, European and Regional Studies of Panteion University. During her bachelor’s studies, she gained experience in environmental policy as an intern at WWF’s policy department, and also as a Communications Assistant of the European program LIFE IP4 Natura: Integrated actions for the conservation and management of the Natura 2000 sites, species, habitats and ecosystems in Greece. a) “Integration of the Biodiversity Strategy in the protection, conservation and management of the environment (natural and anthropogenic) actions”.
